The River Opus is a new 99-year leasehold residential development rising on a Government Land Sales parcel at Kallang Close, in the heart of District 12’s Kallang precinct. Set directly against the Kallang River, it is the first private home to be released in the Boon Keng, Kallang Bahru and Kampong Bugis area in twelve years — a genuinely rare city-fringe waterfront address. The development pairs a riverside promenade with a low-rise, garden-style scale, and arrives as the wider Kallang River corridor is being rejuvenated into a lifestyle destination.
The site spans roughly 11,456.3 square metres on a plot ratio of 3.5, giving a maximum gross floor area of about 40,098 square metres. It is expected to yield in the region of 450 homes, alongside a childcare centre fronting the river promenade. The land was secured for $610.75 million — about $1,415 per square foot per plot ratio — in a tightly contested tender. The waterfront positioning is written into the planning conditions: a 15-metre waterfront park with a park connector runs along the river edge, and a childcare centre is required to front the Kallang River promenade for at least half of the development’s frontage. These are the features that make The River Opus a true riverside community rather than a development that merely overlooks water.
The land tender
The Kallang Close parcel drew four bids at its tender close in April 2026. The Frasers Property and Mitsubishi Estate joint venture emerged on top at $610.75 million, edging the second-placed bid by just 0.7% — a razor-thin margin that underlines how keenly the site was sought. The spread between the highest and lowest bids was about 13.9%, reflecting differing views on a rare riverside parcel. The competitive tender is one reason The River Opus carries a strong first-mover story in a precinct starved of new private supply.
